Objectives of WP 3 led by JYU

To distinguish the components and the functions of local welfare systems that are connected to provisions of childcare, care for older people, vocational training and lifelong learning.

To elaborate how those local policies that are connected to the employment of women are orchestrated in the 11 European cities, including rights and obligations, accessibility etc.

To identify how the local welfare mix is composed; i.e. which actors (public and private) are involved in the local provisions of care for children and older people, vocational training and lifelong learning.

To map out the quality of public and private provisions of local welfare services.

To make an in-depth self-evaluation of the provision of welfare services by a non-profit provider within the elderly care area in 11 countries - nationally and locally.

To discern successful and less successful policies and organizational models of welfare services.

To explore whether the different welfare provisions are horizontally integrated.

To describe local governance structures and how they are related to different welfare state concepts.

To develop recommendations for governments (EU, national and local) and private service providers to improve the organisation and functioning of those local welfare services that support the employment of women.

To disseminate the results from the comparative analyses of the work package to policy-makers as well as to academic and broader audiences.
